Should Foreign Diplomacy Be in Accord with Public Opinion?

Is it plausible that new government after a political power shift can change previous foreign diplomacy? Basically the government’s policy should regard public opinion in the democratic society. However, if the public opinion against previous foreign diplomacy and then the government obeys people and change it, the decision may terrify international relationships such as a case of the democratic party in Japan: It caused tension rising between U.S. by withdrawing agreement about relocation of Futenma base in Okinawa.

This lecture focuses on the balance of foreign diplomacy and public opinion from an international politics perspective.
